Dr. Bhagwan Singh Charan is a senior public health expert and government health administrator who serves as Assistant Director General (ADG) at the Directorate General of Health Services under the Ministry of Health and Family Welfare, Government of India. In this leadership role, he contributes to the formulation, coordination, and implementation of several national public health programs and policy initiatives aimed at strengthening India’s healthcare system and improving population health outcomes.
Dr. Charan is a qualified medical professional with an MBBS and MD in community medicine from KEM Hospital and Seth G.S. Medical College, Mumbai, giving him a strong academic foundation in preventive and community health. His career reflects a deep commitment to public health governance, disease prevention, and national health program management within India’s Central Health Services.
Before joining senior roles within the Government of India, he gained international and national experience in public health programs. He worked for over four years with the World Health Organization’s National Polio Surveillance Project (NPSP) and later served as a public health specialist within the Central Health Services cadre. During this period, he also held the position of additional director in the Directorate of Health Services, Government of Delhi, where he contributed to disease control and public health initiatives.
At the Directorate General of Health Services, Dr. Charan currently oversees the implementation and coordination of several critical national health programs. These include the National Policy for Rare Diseases, the National Iodine Deficiency Disorders Control Programme (NIDDCP), and the National Programme for Prevention and Control of Fluorosis (NPPCF). He is also involved in policy and operational matters related to emergency medical relief, oral health initiatives, and tobacco control programs.
In addition to his program leadership responsibilities, Dr. Charan plays an important advisory role in India’s rare disease ecosystem. He serves as Member Secretary of the National Rare Diseases Committee (NRDC) and is also a member of the Central Technical Committee for Rare Diseases, where he contributes to policy frameworks, expert consultations, and national strategies aimed at improving diagnosis, treatment access, and care systems for patients with rare diseases in India.
Through his work at the Directorate General of Health Services, Dr. Bhagwan Singh Charan continues to support the development of evidence-based public health policies and national disease control strategies, helping strengthen India’s healthcare infrastructure and advance equitable access to essential health services across the country.
