Dr. Ratna Devi is a respected physician, public health leader, and patient-advocacy champion in India, best known for her work at the intersection of health systems, patient empowerment, and healthcare quality. She serves as Director of the Patient Academy for Innovation and Research (PAIR), a purpose-driven organization dedicated to empowering patients and caregivers with knowledge, skills, and strategic engagement to navigate health systems, improve safety, and participate meaningfully in their healthcare journeys. At PAIR, she guides programs that build patient capacity, foster evidence-based learning, and advocate for more equitable, accessible, and patient-centered healthcare.

Dr. Devi is also the Chief Executive Officer and Co-Founder of DakshamA Health and Education, a non-governmental organization committed to amplifying patient and caregiver voices, improving access to care, and driving systemic improvements in healthcare delivery. DakshamA works to bring together diverse stakeholder groups—patients, caregivers, health professionals, and policymakers—to co-create solutions that address barriers in access, quality, and safety and to strengthen health literacy and advocacy across communities.

Her leadership and influence extend beyond organizational roles. She leads the Indian Alliance of Patient Groups (IAPG), a pan-disease patient advocacy network, and has held leadership positions in numerous national and international health alliances, including roles with patient advocacy councils and non-communicable disease coalitions. Her work emphasizes patient-led engagement, policy influence, and multi-stakeholder collaboration to improve health outcomes and systems responsiveness.

Dr. Devi’s academic grounding includes an MBBS degree from Sambalpur University and a dual MBA from Symbiosis and the Manipal Institute of Distance Education, reflecting a blend of clinical, public health, and management expertise. With more than three decades of experience across governmental, non-profit, and civil society sectors, she has worked on public health initiatives at scale, contributed to research and publications, and represented the Indian patient perspective at global health forums, reinforcing her commitment to patient safety, equity, and systemic transformation.

Across her multifaceted career, Dr. Ratna Devi has been a strong voice for quality, safety, and patient empowerment—driving capacity-building, advocacy, and collaboration that help shift healthcare toward more inclusive, evidence-informed, and compassionate systems, both in India and on international platforms.
