Tim Kelsey is an internationally recognized digital health leader and transformation strategist who served as the inaugural Chief Executive Officer of the Australian Digital Health Agency, where he was responsible for leading Australia’s national digital health strategy and overseeing the development of integrated, technology-enabled healthcare services. Known for his strong advocacy of patient-centric innovation, data transparency, and digitally connected care systems, he played a pivotal role in advancing national platforms such as My Health Record, e-prescribing initiatives, and modern digital health infrastructure aimed at improving access, safety, and quality of healthcare delivery across Australia.
Before his leadership in Australia, Mr. Kelsey held several influential roles in the United Kingdom’s National Health Service, most notably as the first National Director for Patients and Information at NHS England, where he combined the responsibilities of chief technology and information officer with patient engagement and public communication. In this capacity, he chaired the National Information Board and helped shape the UK’s digital health transformation agenda, championing open data, transparency, and technology-driven reform. Earlier, he co-founded Dr Foster, a pioneering healthcare analytics organization that transformed public reporting of patient outcomes, and led the creation of NHS Choices, the UK’s national online health information service serving millions of users monthly.
Mr. Kelsey’s career also spans senior leadership positions in global health technology and policy, including strategy and commercial leadership roles at Telstra Health and international collaborations such as the Global Digital Health Partnership. Recognized as a thought leader in digital transformation, he has contributed to shaping modern health systems that leverage data, innovation, and consumer engagement to drive better outcomes and more sustainable healthcare delivery. A graduate of Magdalene College, Cambridge, he is widely respected for bridging policy, technology, and clinical priorities to accelerate healthcare modernization worldwide.
